At TALON, 

$ wget ftp://emboss.open-bio.org/pub/EMBOSS/EMBOSS-6.3.1.tar.gz

$ tar zxvf EMBOSS-6.3.1.tar.gz

$ cd EMBOSS-6.3.1

$ ./configure

$ make

$ ./emboss/needle --help

It should now be working
